Your Turn
Choose a district with your navigation boat, take its action, add canal and city actions, trade at the local market, or pass.
Choose your district
Your navigation board shows your five district tiles in a random order, with your navigation boat above one of them. The boat marks your current district: the one where you act.

- First turn of the game (1840): place your boat above any district for free.
- Every later turn, choose one:
- move the boat right (downstream) to any district: £0;
- stay where you are: £1;
- move the boat left (upstream) to any district: £1.
You can only take a turn if you can pay for the move and for the district action. With £0 at the start of your turn, you may first trade at the local market to raise cash.
Take your district action
Take one district action in your current district. The district tile lists the actions it offers and their costs: the three canal districts offer 7, McCord and St. Ann 6.
How many actions
In one turn you may take at most:
- your district action (always);
- one canal action, from the canal tile directly below your boat (details);
- one city action, when you acquire a city card showing +A (details).
Canal tiles with a changing effect alter an action instead; you may use any number of them, each once per turn. Local market trades are extra.
Passing
Pass when you cannot or do not want to take another turn. Leave your boat where it is and move your turn order marker to any empty space on the passing track. That space is your place in the order of play for the next development phase. Three spaces give a bonus at once:
| Space | Bonus |
|---|---|
| 2nd | Swap 2 district tiles on your navigation board (your boat stays on its space). |
| 3rd | Take 1 |
| 4th | Gain £1. |
Cash you keep is spent in the next development phase. Once you pass, you take no more actions this phase.
The local market
At any time in your turn, in addition to your actions, you may trade at the local market:
| Trade | How often |
|---|---|
| Pay £1 → 1 | Any number of times. |
| 3 different basic goods → £1 | Once per development phase. |
| 1 basic good + 1 | Once per development phase. |
After each trade, place a goods marker in your column of the local market box (for buying goods, only the first time in a development phase). Placing your 2nd marker gives 1
; your 3rd gives 1 more. The markers come back in the administration phase.
