Cards
City cards
Each decade has its own stack of 14 to 16 cards. Every card shows its category (
economic and industrial development,
quality of life,
public service), which the mayor ranks to set the prestige each card scores. A card may also need a district along the
canal or with
rail. Buy them with Acquire a city card; a card’s instant action, immediate or permanent effect works as described there, and “city action” means one extra district action in your current district. The 1860s cards have only immediate effects, no permanent ones.

Mayor card
The box holds two mayor cards that work the same way. The elected mayor keeps one next to their company board as a reminder of the mayor bonus: once per game, acquire a city card without placing a disc in the city box.
| Card | Name | Effect |
|---|
 | Mayor | Elected in each mayor election. Allows one city card without a disc in the city box, for up to 6 cards in total. |
Tiles
Industries
Each tile has a basic and an upgraded side. Build costs £2 plus the wood shown. Producing costs £1, and processing industries also use goods (Flour Mill and Brewery 1
, Manufactory 1
and 1
). When someone else produces in your industry you take the owner bonus. Upgrading costs 1
+ 1
for a supply industry, 1
+ 1
for a processing industry; the Shipyard needs 1
to produce once upgraded. You gain the prestige printed on the upgraded side when you upgrade. Every industry, basic or upgraded, scores its district’s value in final scoring.
