The boards

Place the game board. Put the game sequence marker on the 1840 space of the game sequence track.
Sort the neutral ships into schooners and canallers and return the 4-player "GB" schooner to the box. Shuffle the 8 schooners and 6 canallers into two face-down stacks left of the canal, then return the top 2 schooners and top 2 canallers to the box unseen. Draw 2 schooners into the top row of their destination sections, then 2 more onto the top two scheduled ships spaces.

Each player

Take in your colour: a navigation board, a company board, 5 district tiles, 3 ship tokens, 2 money markers, a navigation boat, 22 goods markers, 12 traders and 22 discs. Also take a set of canal development markers (G, B, W), a Wood Depot tile and a play aid. Return what is left over to the box.
Shuffle your 5 district tiles and lay them face up on your navigation board in random order. Keep your boat above the track: you place it on your first turn.
On your company board: a money marker on £8 of the cash track and the other on £0 of the income track; your 3 canal markers on the grey start space; 1 goods marker each on wood, coal, iron, grain and brick; and discs on the industry track (2 on the first space, 3 on each of the other two). Keep the rest as your supply.
Put 1 disc on 0 of the prestige track.
Choose a first player at random. Starting with them and going clockwise, put 1 disc each on the order of play track.
In reverse order of play, each player chooses a different district and places their Wood Depot, basic side up, on its printed Wood Depot space, marked with a disc from their supply. The printed Wood Depots nobody chose stay neutral; anyone can produce there.
