End of the game

Finish the Cleaning Phase of the 8th round, when Fiscal Year End is face up and the Round deck is empty. Do not start a ninth round.

Add these to points already earned:

1. Resolve end-game effects on played Events.
2. Score every active Goal, for all players.
3. Gain 3 points if all nine Hotel Window spaces are filled.

Leftover resources have no automatic point value. They may matter for a Goal or Event.

Goal rankings

The highest specified total earns first-place points. At 3–4 players, second place also scores. Tied players add the points for the occupied ranks, divide them equally and round down. Skip the ranks consumed by the tie.

For a Goal worth 4 for first and 2 for second at three players, a sole leader scores 4. Two players tied behind that leader divide the second-place 2 and score 1 each. If two tie for first, they divide 4+2 and score 3 each; nobody else scores second.

Tie-breaks

1. More Windows in the Hotel.
2. More Guests/VIPs across Guest Rooms and Check-out.
3. Higher number on the Opening Guest.

[Season] New Season inserts total Windows after Hotel Windows in the tie-break order, adds Score Track × House and Public Works points, and uses a 5-point full-Hotel bonus.

[Co-op] New Challenge ends after round 6 and checks collective requirements instead of declaring an individual winner.
