Module: Public Works
Baghdad's Public Works module: public Buildings everyone can use, the Civic board and the Black Gate.
Short tag: [Public Works]. The box has three modules — Public Works, Contracts and Objectives — to add in any combination. The rulebook recommends none for your first game.
Components
| Component | What it is for |
|---|---|
![]() | Civic board — a column per player for the City tiles you give to the city |
![]() | Public Houses board, with 9 Public Houses ![]() |
![]() | Black Gate — at the south of the City |
| 16 Player markers | 4 per player, cubes in your colour |
Setup
- Put the Civic board beside the main board, next to the Building area.
- Put the Public Houses board next to the City area.
- Put Public Houses on its spaces for your player count: 4 with two players, 7 with three, all 9 with four. Return the rest to the box.
- Put the Black Gate south of the City.
- Each player takes their 4 Player markers.
Public Houses
When you build a Building, you may make it public: take the Public House from the highest-value
space of the Public Houses board and put it on the Building, then put your own House on the space it
left. Your House still needs its
to be placed there. Level 5 Buildings can never be
public.
When you resolve Building effects, besides all your own Buildings in your Vizier’s quadrant, also resolve as many public Buildings in that quadrant as you have Houses on the Public Houses board.
Public Buildings you built count for Character card goals and for Building scoring: count your Houses that are no longer on your player board. At the end, score the points shown beside each of your Houses on the Public Houses board.
Contributing to Civics
When you gain a City tile of a type you have not given yet, you may put it on the Civic board instead
of your player board: in the row of its type and your colour’s column. You get none of its benefit
(a Patient gives no Goods). It needs one skill icon of its type, for example one
for a
Patient. Civic tiles do not count for card goals or City tile scoring.
Passing the Black Gate
When your Vizier moves from the south-east to the south-west quadrant, past the Black Gate:
- Extoll Virtue: put a Player marker under a tile in your column that has none yet, and gain 1
per tile in your column. - Seek Charity: find the column with the most tiles and lose 1
per tile in it. At the bottom of the Favour track, each lost Favour becomes a Shame token.
At the end, lose 5 points for each empty spot in your column of the Civic board.
