Welcome to the City of Peace

Baghdad, the 9th century: scholars from every land gather at the House of Wisdom. You are Viziers at the Caliph’s court, inviting patients, students, books and artefacts into your household, raising Buildings and helping build the Golden Palace.
The most points wins, and most of them come at the end: Scoring tiles multiplied by your Boats in port and your Architects in the Palace, Night Character cards, Artefacts and the Palace’s Base and Dome.
1–4 players (solo against the Bot), 90–120 minutes. Ready to set up? Open the setup checklist: it adapts to your player count and to the modules.
One round city, four quadrants

The City in the middle is split into four quadrants. Your Vizier moves one quadrant clockwise each turn and stops on a City tile, a Building site or the quadrant’s Palace site.
Around it: the Wisdom area with the Character cards on top, the Palace area on the left, the Building area on the right and the River at the bottom, where your Boats sail to the ports.
Your player board holds the City tiles you collect, in four rows, plus your Houses, Architects and spare Boats. The boards
Cards that stay three turns

Each turn you play one Character card into the left slot of your board, and the others slide right. A card stays face up for three turns, then slides off and resolves: a reward, or end-game points, if you meet its goal at that moment.
The skill icons on top of your three face-up cards add together:
for Patients,
for Students,
for Books,
for Artefacts and
for
Houses and Architects. Boat icons move your Boats, but only on a turn when the card you play shows
one. Character cards
Move the Vizier, sail the river

Where your Vizier stops, you take a City tile (if you have the skill icons for a spot on your
board), build a Building (Coins and
) or build a Palace piece (Goods and
). Your Buildings in that quadrant trigger too.
Then pay 1
for each Student and 1
for each Patient joined to your Vizier by
a road.
Boats pick up Goods on the river and sell them in port: money is tight. Vizier and Actions
When the cards run out

When the Wisdom area has no Character cards left, everyone plays out their hand and the game ends.
Each Scoring tile counts something — Patients, Books, Buildings, Boats in port… — and you multiply
that count by the multipliers of your Boats in its port or your Architects in its Palace section. Add
your Night Characters, Artefacts, the Base and Dome, level 5 Buildings and your Favour; lose 3 points
