Sort the Development cards by colour and period (the number on the back): 12 piles of 8 cards. Shuffle each pile, then build one deck per colour with period III at the bottom, II in the middle and I on top. Put each deck beside its tower.
Sort the Excommunication tiles by period (the number on the back), shuffle each pile and put one tile from each on its space on the board. The others go back in the box.
Sort the Excommunication tiles by period (the number on the back), adding the 3 [HoR] tiles,, shuffle each pile and put one tile from each on its space on the board. The others go back in the box.
Make the general supply next to the board: wood, stone, servants and coins. Small pieces are worth 1, large ones 5; the supply never runs out.
Put the 3 dice (black, white, orange) next to the board.
Two players: put all 4 Covering Tiles on their spaces — the second Harvest and Production spaces and the two Market spaces marked for 4 players.
[HoR] Put the Special Tower tile next to the board and the new Council tile over the board’s Council Privilege row.
[HoR] Sort the 48 Special Development cards by period, draw 8 at random of each and stack them like the other decks (III at the bottom, I on top) beside the Special Tower. The rest go back in the box.
[HoR] Put the 30 Special Tokens face down next to the supply.
[HoR] Take the 2-3-4 player Adaptation tile. Turn over one leftover Special Development card: put the Adaptation tile over the action spaces of the tower of that card’s colour.

Each player

Choose a colour and take its Personal Board (a).
Leave the Personal Bonus Tiles for now: you choose one in the full-game steps below (b).
Take your 3 coloured Family Members and the uncoloured one with your sticker (c).
Take your 3 Excommunication cubes (d).
Put one Marker Disc on 0 of the Victory Points, Military Points and Faith Points tracks; keep the fourth for the Turn Order track (e).
Take 2 wood, 2 stone and 3 servants (f).

Choose a random turn order and stack the Turn Order discs to match.

Lay the Personal Bonus Tiles out advanced side up. In reverse turn order, each player chooses one and puts it beside their Personal Board.
[HoR] Family tile auction: deal 2 Family tiles at random, one on each of 2 Auction tiles. In turn order, place a Family Member on a free line of an Auction tile — a higher line if the tile is taken, which bumps the other player elsewhere. When everyone is alone on a tile, take that Family tile and the resources of your line.
Shuffle the Leader cards and deal 4 cards to each player. Keep one and pass the rest to the player on your right; repeat until everyone has 4 Leaders in hand.
