Stores and Public Buildings
Lisboa’s two building Noble actions: Manuel da Maia’s Build a Store with the land price, wooden houses and store scoring, and the King’s Open a Public Building with Plans, Officials and hiring.
Rebuilding downtown is the heart of Lisboa. Stores produce goods and score whenever a matching Public Building stands in their row or at the head of their street — and Public Buildings decide which stores score at all. Both are Noble actions: you take them by visiting or following Manuel or the King, or through an event.
Build a Store
Manuel da Maia’s action. Downtown is a grid of rows A–E; each column of
spaces lies along a street of one business: gold (yellow), cloth (pink), books (brown) and tools
(blue, with a column of half-size spaces on the far right).
- Take a City tile from the display. The space you take it from sets the business and the street its entrance (notch) must face.
- Choose an empty land space touching that street.
- Take the reward printed on the space, then place the tile with its entrance on the street.
- Take 1 Rubble cube from that space’s row or column (if any) onto your board.
- Pay for the land (price below).
- Put a wooden house from your board on the tile, by the entrance (which one).
- Earn wigs for the store (below).
Large tiles go on the square spaces; the small tiles go on the half-size spaces of the rightmost (tools) column — the designer kept the real city plan; they work the same. The top-left space of row A is the historic square and takes no store.
Calculating the land price
Land price = the Treasury value + every Rubble cube still left in that space’s row (right
end) and column (bottom end):
brown 3 réis,
red 2,
blue 1.
Cubes on the Public Building sites never count. Then apply your discounts.
Choosing a wooden house
Your 8 houses sit in three groups. Always take the bottom house of the group you choose; each new ability replaces the previous one of that group.
| Group | Houses built | Ability |
|---|---|---|
| Left (2) | 1 | — |
| Left | 2 | Pay réis instead of Influence to Visit or Follow (1 real = 1 Influence) |
| Middle (3) | 1 | |
| Middle | 2 | — (the first ability stays) |
| Middle | 3 | |
| Right (3) | 1 | |
| Right | 2 | — (the first ability stays) |
| Right | 3 |
Earning wigs for a store
A store scores once for each relevant Public Building: one of its colours matches the store’s business, and it stands at the west or east end of the store’s row or at the north end of its street. At most 3 can be relevant. For each, earn the big number on the Scoring tile under the store’s column.
Public Buildings opened later score the store again (Open a Public Building).
Open a Public Building
The King’s action. You need a Plan of the building’s
architect, and enough Officials on the board or réis to hire them.
- Choose an empty Public Building site on the west, north or east edge of downtown. A north site needs a building with that street’s colour.
- Take both Rubble cubes from the site onto your board, then its reward.
- Show one of your incomplete Plans, take that architect’s available Public Building and place it on the site (keep the right side up).
- Return the number of Officials the Plan shows from any offices or plazas to your board; hire any you lack.
- Flip the Plan onto your Completed Plans space.
- Score the stores: west or east site — every store in that row facing a street of one of the building’s colours; north site — every store facing that street. Each owner earns the big number of the Scoring tile under the store’s column.
- Move the next tile of that architect’s stack into the empty display space.
Whoever opens it, the store owners score — the opener only if they own matching stores.
Hiring State Officials
If, and only if, your Officials in offices and plazas are not enough, hire the rest: each costs the Treasury value in réis. You may hire them all if you have none on the board.
Rubble sets
Rubble from the three disasters is the building material of the Gaiola Pombalina. You get cubes by building stores and opening Public Buildings (Noble actions), and from some rewards.
- Each cube goes on the leftmost empty space of its colour on your player board (5 per colour). No room: the cube leaves the game.
- One
brown + one
red + one
blue in a column is a set.
At once, take that column’s Rubble Set marker off the +1 space and put it on the Marquis’ portrait
on the board. - Each set gives +1 portfolio card and +1 warehouse space for each good, and is worth 3 wigs at the end of each period. The marker on the Marquis can later be discarded for an extra Decree (Take a Decree).
- The 2nd set anyone completes ends period 1; the 4th ends the game.
