Track clarifications

• [Tracks] On Renay Heckman, cars stacked in one sector after a yellow restart move together until one is activated. That car then separates and uses Solo movement until it is no longer stacked.
• [Tracks] On Dirt Oval, a Clean Air move that would end behind the next car in an illegal corner lane instead places the active car directly behind that next car, linked to it.
