Match the diagram exactly: eight suspect-side characters, two Gaslamps, three Metro entrance tiles, two Investigation tiles and two Steamers. The printed central station is already part of the board. Six characters start visible and two invisible. Keep unused tiles beside the board.
Place the Informant Talkative side up on Liberty Island.
Shuffle all eight Character cards into a face-down deck.
Shuffle all eight Alibi cards into a separate face-down deck.
Place the Witness card Visible side up. Jack cannot escape during round one.
Set the round marker on round one, at the bottom of the track nearest the Detective.

Choose Jack and the Detective. Seat the Detective at the yellow edge and Jack at the grey edge.
Jack secretly draws one Alibi card and keeps it hidden. That character is Jack for the whole game.
