Does the next player act before I finish my turn? Official
No. Resolve all four phases of your turn before the next player starts. On another player's turn, only one opponent may play an Action card against them; if several players want to react, the first card played takes precedence.

May I leave the Strategy phase unused? Official
Yes. You do not have to take new Development or Action cards, or a Phone Call, if none helps your plan. If you choose to take Development cards while already holding four, resolve the hand limit before moving to the Development phase; you cannot keep extra cards temporarily to use them later in the turn.

Can the Phone Call copy a Target's reward? Official
No. It can substitute for a missing Development card, or for a missing Target needed to upgrade an existing asset, but it does not copy that Target's reward. Pay double the ordinary cost for the investment.

Can an office extract across different continents? Official
A standard Office allows you to extract from two mines on its continent. Its upgrade allows three mines across Africa and Europe.

What happens to surplus resources gained outside my turn? Official
Sell the excess immediately at half its nominal value. Because this sale resolves outside your turn, it does not use your next turn's sale. This applies to resources gained from another player's Factory or an Action-card effect. The structure owner cannot refuse a permitted transaction.

Can I sell resources from several regions in one Local Sale? Official
Yes. Resolve each region separately. Resources from a region without a Road cannot be sold, while eligible regions may sell in the same action. A local Warehouse owner gets first chance to buy stock from that region.

Do European mines need a Road, and must a Vessel follow the printed sea routes? Official
Europe already has Road access; build Road markers only in African regions that lack roads. A Vessel's sea position and the printed marine lines do not restrict movement: it can reach any port.

Can a Vessel and a 64 roll quadruple a Global Sale? Official
The Version 12 rulebook permits the two doublers to combine for 4× income, and the designer confirmed that reading. The same post says the final rulebook would cap their combined effect at 2×. The final-edition rule remains unverified, so check the current rulebook for a later copy of the game.

Must I meet a Target condition during the exact turn when I claim it? Official
Not always. A condition that leaves a trace, such as owning structures or having previously earned income from an action, may have been met earlier. A condition that cannot be checked later, such as holding a certain amount of money, must be true when you claim the card.

Do I lose points when I use a Target or Incentive reward? Official
Yes. Discard the card when you exchange it, and give up its printed Supremacy Points. A reward that accompanies another action can be used in that phase without spending your Reward phase.

Can a player still trigger the second auction after losing an Active Mine? Official
The designer says the lost mine should count as already developed for the auction trigger, so one Action card cannot permanently lock the second auction. The affected player may bid for three Territories if they have only one, to reach the four-Territory limit. This is a clarification for the first-print ruleset.

Can Action cards be played after Total Control is called? Official
No. The first-print rules stop Action-card use once the endgame is triggered. Each player still takes one final turn in order.
