Mines and Infrastructure
Explore and exploit Territories, build infrastructure and grow your supply chain.
Development
In the Development phase, take one action.
Development cards are a shared, limited market; spent cards return to it. A card type is required for its matching build unless your corporation has the matching Market Advantage or a
Phone Call substitutes for it. You can only build as many structures as your Dashboard slots and pieces allow.
Explore a territory
To start a mine, spend both a License and
Geologist card, pay the Exploration cost printed on that
Territory, and place an Exploration marker. An explored site produces nothing yet. Exploration and Exploitation cannot happen in the same turn.
Exploit a mine
On a later turn, spend
Machinery and
Workforce, pay the printed Exploitation cost, and replace the Exploration marker with an
Active Mine. Its output begins in your next Extraction phase. You may control no more than four
Active Mines at once. A corporation’s Market Advantage can replace one specified
Development card, not both.
Infrastructure
In Africa, use a
Road or Water permit and pay the
Territory’s listed cost to place that structure in a region. Europe already has road access; its regions have no
Road or Water build slots. Across Africa, a player may maintain no more than two Infrastructure markers. To exceed that cap, dismantle one and reuse it in the same Development phase, spending the new permit as well. You can build infrastructure in a region even if you own no mine there.
- A
Road connects local mines to a port. Without a
Road, resources from that region cannot be sold. - A
Water Pipeline lets mines there sell at full market value. Without it, sales from those mines earn half value. - A competitor whose mine uses your
Road or Pipeline pays a 2-million fee for each
Active Mine each time it extracts. The fee is paid as money or resources as the relevant Character Guide indicates.
Assets
Assets are
Warehouses,
Offices,
Vessels and
Factories. Use the corresponding permit and pay the cost on your Character Guide. The first-print guide describes these effects:
| Asset | Effect |
|---|---|
| Doubles your total resource storage, from 32 to 64 million; gives priority to buy a competitor’s local sale in its region. A second | |
| Extract from two mines on the same continent in one turn. The | |
| Doubles your income from exported resources, regardless of where those resources were mined. | |
| Adds 16 million in output to your mine in its region. A competitor may use the processing service and pay you 8 million worth of resources, receiving the remaining 8 million output. |
An upgraded
Warehouse quadruples base storage (128 million); a Large
Office allows extraction from three mines across Europe and Africa; a Large
Vessel doubles sales and earns a fixed 32 million cargo-leasing income each time you export. The
Factory is the high-tier processing facility and can only be built in a region where you already have an
Active Mine.
Upgrade an asset
In Standard mode, an asset upgrade needs its Building Permit plus a
Strategic Target or
Government Incentive reward that names that upgrade. In Fair Play, pay the normal upgrade cost without a reward card. A
Phone Call can substitute a missing Development or Target card for a qualifying investment, but doubles the asset’s cost. The
Phone Call cannot copy another card’s reward (designer clarification).
