Industries, Sectors and Shares
Industry cards, the six sector tracks and their bonuses, sector leaders, Conglomerate bonuses and how shares work.
Industry cards

Each Industry card shows:
- Top left: its sector and how many steps you climb that track when you build it (1 or 2). Some cards show a wild sector instead.
- Top right: the
Influence you gain when you build it. - Revenue: money it earns at every Revenue and Dividends — only once built.
- Asset Value: what it is worth at the end — only once built.
- Bottom: the sector icons you must buy from the sector leaders to build it.
Cards come in Age I (on top of the deck) and Age II (below). Age II arrives when the Age I cards run out; there is no other trigger.

A card is unbuilt while your plant sits on it, and built once the plant is on the map. Only built cards earn Revenue and score Asset Value; some end-game cards count unbuilt ones too, and say so.
Sector tracks

Six tracks, numbered 1–7:
Finance,
Minerals,
Fuel,
Agro,
Power and
Transport. You start off the tracks; your first step on a sector puts a disc on level 1.
- You move up only when something says so: an Industry card you build, a city bonus, Export, a Policy, a Merit card, a Conglomerate bonus. Paying a sector to build does not move you. The only other exception is Finance, which also climbs with each Loan action.
- You gain every bonus you pass or land on, except Asset Value and Favor marks, which only count at the end.
- Level 7 holds one disc. The first player there keeps it; others stop at 6, and any further steps are lost.
| Level | ||||||
|---|---|---|---|---|---|---|
| 1 | Loan 35 · 20 | — | — | — | — | — |
| 2 | Loan 40 · 20 | +1 | +5 | +1 | +1 | +1 |
| 3 | Loan 45 · 40 | +2 | +10 | +1 | +2 | +15 |
| 4 | Loan 50 · 40 | +4 | +20 | +1 | +3 | +1 |
| 5 | Loan 50 · 70 | +5 | +25 | +1 | +4 | +5 |
| 6 | Loan 55 · 70 | +6 | +30 | +2 | +6 | 30 |
| 7 | Loan 60 · 100 | +6 | +9 | +50 | 50 |
- Finance never pays a bonus on the way: it sets your loan level (30 Cr before you start the track) and its Asset Value is counted at your final position only.
- Transport Asset Value (levels 6–7) and the Favor at level 7 are also counted at the end.
- Finance level 7: discard one Promissory Note for free, once.
Sector leaders
The leader of a sector is the player highest on its track. If several share the highest level, the disc on top of the stack — the most recent arrival — leads. A track with no discs is led by the neutral Government at level 1, paid to the supply.
When you build, you pay each leader for its sector (costs); a leader building with their own sector pays nothing for it. Climbing a track you lead also raises what everyone else pays you for Minerals, Fuel and Agro.
Conglomerate bonuses
The moment your sixth disc goes onto the tracks — one disc on every sector — you are a Conglomerate: take 1 of the face-up Conglomerate Bonus tokens (2 in a 3-player game, 3 with 4 players), gain it at once and discard it. They are not replaced.
| Conglomerate bonus |
|---|
| 12 |
| 7 |
| 6 |
| 5 |
| 4 |
| 3 |

Endgame Sector Favor
At setup 2 of the 5 Endgame Sector Favor tokens are revealed. At the end each player gains 1 Favor per level they reached on those two tracks.
Shares

Each player has 9 shares stacked on their Player card, cheapest on top: 30 up to 70 Cr.
- Buying: the Share action always takes the cheapest share left of the chosen opponent. They can’t refuse. Pay its value to them, flip it face down and keep it on your Player card.
- Covering Strategy spaces: you put your own cheapest share on each non-Administration Strategy space you take. So both buying and Strategy actions push a player’s next share price up.
- Dividends: each opponent share you hold earns 15 Cr at every Revenue and Dividends (10 Cr from its owner, 5 Cr from the supply).
- Your own shares, wherever they are, never earn you dividends or Asset Value.
Shares as assets
At the end, rank players by the Asset Value of their built Industry cards only. That rank sets what each of their shares is worth to whoever holds them:
| Owner’s Industry Asset Value rank | Each of their shares is worth |
|---|---|
| 1st | 60 Cr |
| 2nd | 40 Cr |
| 3rd | 20 Cr |
| 4th | 10 Cr |
Ties in Industry Asset Value are broken by the Influence track.
