The Six Actions
Build, Share, Muster, Strategy, Politics and Loan, plus Emergency Loans and Promissory Notes, with the rulebook's worked examples.
Action tokens
On your turn take one action and mark it with an action token, or pass. Everyone has 2 tokens; the Tycoon has a third. Each token must go on a different action; only a
+1 Action token can repeat one. There is no limit to how many +1 tokens you spend in a round, one per turn.
| Action | Cost | You gain |
|---|---|---|
| Build | Sector costs to the leaders | Card’s track steps and Influence, city bonus, region bonus |
| Share | Cheapest share of one opponent | 2 Influence per opponent share you now hold |
| Muster | 1–6 Promoters from hand | They go to your Strategy Pool; 1 Merit card |
| Strategy | 2–7 Promoters from your Strategy Pool | The space’s bonus |
| Politics | Nothing | Every Politics bonus on your Policies + 1 Favor token |
| Loan | A Promissory Note | Money at your loan level; +1 on Finance |
Build
Build one unbuilt Industry card on the map:
-
Choose an empty city: each city holds one plant, of any player.
-
For each sector icon at the bottom of the card, pay that sector’s leader:
Sector Cost
Minerals,
Fuel,
Agro2 Cr × the leader’s level
Power,
Transport1 Cr per city along the golden road from the active metro (where the pawn is) to your city, counting both You pay nothing for a sector you lead. With no leader, pay the supply as if the Government were at level 1.
-
Move the plant from the card to the city.
-
Gain the card’s track steps and
Influence, the city bonus and the region bonus.
Share
Choose an opponent, pay them the value of their cheapest remaining share, flip it and keep it on your Player card. Then gain 2
per opponent share you now hold, including this one. Prices are fixed; no haggling.
Muster
Move 1 to 6 Promoters from your hand to your Strategy Pool (at least 1), then draw 1 Merit card. Merit cards are secret, unlimited, and played at the time printed on them, then go to the bottom of the deck. (Merit cards)
Promoters in hand bid for Policies and pay for National Projects; only Strategy Pool Promoters pay for Strategy actions. Muster is how you move them across.
Strategy actions

Discard Promoters from your Strategy Pool and take 1 bonus:
- Administration spaces are always open and never covered. Discard 2.
- Every other space can be used once per game: discard the cost, cover the space with your cheapest share (face down) and take its bonus. A covered space stays covered for the rest of the game; choose any space still visible.
| Space | Cost | Bonus |
|---|---|---|
| Administration: +1 Action | 2 | Gain a |
| Administration: buy an Industry | 2 | Buy 1 open Industry card for 2 × its Asset Value, then gain 10 Cr or 2 Influence; put a plant on it (unbuilt) and refill the cards |
| Sales | 3 | 20, 25 or 30 |
| Sales | 4 | 30, 35 or 40 |
| Lobby | 5 | Take 1 of the 2 open Policies (and its Promoters); refill |
| Office | 5 | Place a spare plant in any empty city: city and region bonus only — no card, no costs |
| Advertising | 4 | 5, 6 or 7 |
| Advertising | 6 | 7, 8 or 9 |
| Export | 4 | |
| Export | 7 |
An Office plant counts as a normal plant for region bonuses, Planning Commission cards and Corporate Agendas.
Politics
Add up the Politics bonus printed on every Policy you own and gain it all (Influence, Promoters, money, Merit cards), then take 1
Favor token. Owning more Policies makes this action stronger. Starting Policies give nothing at setup; their Politics bonus only comes with this action.
Loans
Take money equal to your loan level on the Finance track (30 Cr before you have a disc there), take a
Promissory Note, then move 1 step up Finance. Each Loan is worth more than the last.
Emergency loan
A free action at any moment, without an action token: take up to 25 Cr and a Promissory Note. It doesn’t move you on Finance. You must take one whenever you can’t pay what you owe.
Promissory notes
- Keep your notes face up; everyone can see them. Each player can hold at most 10.
- They can only be repaid at the very end, after the last Revenue and Dividends: 50 Cr each.
- Each unpaid note costs 50 Asset Value and 7 Influence.
