Read the boards
The map has 4 regions, each with a metro and a bonus, joined by one golden road. Six sector tracks —
— pay bonuses as you climb, and the highest player on each is its leader, paid whenever anyone builds with that sector.

Follow a round
- The Tycoon activates a region: plants there pay its bonus.
- A secret
Promoter bid for a
Policy — or, in rounds 3 and 6,
Revenue and
National Projects. - An open money auction for
Industries: the top two bidders take one each, the top bidder becomes Tycoon. - One action per turn: 2 each, 3 for the Tycoon.

Grow your industry
Build an Industry you won by paying the sector leaders, and gain its track steps, Influence, city and region bonus. Share buys a rival’s cheapest share. Muster moves Promoters to your
Strategy Pool for Strategy spaces. Politics pays out your Policies plus a Favor token. Loan borrows against a
Promissory Note.

Score the contest
After a last Revenue and the repayment of notes, add up Asset Value (built Industries, opponent shares by rank, Finance and Transport), then Influence (track, Planning Commission, Industrial Policies). The same leader in both wins; otherwise the two leaders compare Favor.
