Setup

Choose the player count, then tick steps off as you go. Ticks are kept on this device.

First game

Starting rupiah each: 100
City cards each, per era: 2
New cities each era: 4

The board

Unfold the board. Put the money, the goods counters, the neutral ships and the city markers with their goods displays beside it.
Sort the company deeds into eras A, B and C. Only era A is used now: for each A deed, put its matching company start marker on the province the deed names. Keep the B and C deeds aside.
Sort the city cards into three piles, A, B and C, and shuffle each pile.

Each player

Take a player aid, a player screen, and the wooden markers and ships of your colour.
Take 100 rupiah. Keep it behind your screen (see the last step).
Deal yourself two cards from each city pile (A, B and C). With two players you each build two cities every new era.
Put one cube on the first space of each of the five R&D tracks: Bid, Slots, Mergers, Expansion and Hull.

Before the first year

Draw a random order of play and show it with the players’ discs on the order-of-play track.
Agree whether money is open or secret. If nobody says anything, it is secret.
The first year always starts era A, so begin with the New Era phase: everyone builds their era A city.

The board
