Solo
Use Inspector Sandra and Lt. Costa to turn the city into a three-sided race.
Solo game
The rulebook’s solo mode uses the two-player setup and adds Lt. Costa, a game-controlled rival. Use Sandra’s Inspector deck as the automated third player described by the two-player rules, then add Costa’s board, Notoriety cubes, Escape Plan card and deck. Costa starts second in turn order; he has no income or starting assets.
During Travel, reveal Costa cards until one directs him to a legal location on or next to your city tile. The rulebook does not specify what to do if no drawn destination is legal; leave this case unresolved. Costa follows the same avoidance and Notoriety framework with the special rules for his police identity. He automatically escapes on Day 3 according to his cards; if his intended escape card does not appear by his last eligible turn, he still leaves. Score his Businesses, Safe Houses, Contact cards, tiles and Notoriety as described by the solo rules; the player must escape and have more money to win.
Two players
The two-player mode adds Inspector Sandra as a game-controlled third player. She has no income. Follow the separate Sandra rules for placing city tiles, choosing her turn order and resolving the Inspector deck. Do not apply the solo Costa rules in a regular two-player game.
