The city and police

Place the city board with the side for your player count face up.
Shuffle the two starting City tiles, place them facedown in their spaces, align their arrows in the same direction, and reveal them.
Separate remaining City tiles by letter, shuffle each stack, and reveal its top tile.
Shuffle the Patrol cards, return one unseen to the box, and place the five-card deck on the board.
Place all Police Officers in the bag. Put two random officers on each revealed stack tile and two on the starting tile without the Hospital; return duplicates of the same type on a tile to the bag.
Put six Gang members on the board and two on the starting City tile Gang HQ. Set the Time marker at the beginning of Day 1.

Solo and two-player additions

For solo play, also add Lt. Costa’s player board, pawn, Notoriety and turn-order markers, deck and pieces according to the Solo rules.

Each player

Each player takes a colour, Player board, screen and pieces. Place the pawn at the Hospital; set nine Income cubes, three Police Officer Asset tiles, one Extra Action Asset, three other Assets, two Gang Control markers, First Aid, three green Wounds, the sun side of Rest, four Notoriety cubes, and a Notoriety marker as shown in the rulebook.
Take $9,000 hidden behind your screen. Shuffle and deal one Escape Plan card to each player; keep it secret. Set turn order clockwise, starting with the most recent bank robber.

Cards and city locations

Place Business and Safe House tiles on their matching spaces. Randomize the nine keys among the Safe Houses.
Stack the Fixer tiles by their space. Shuffle the three Locker stacks separately and place them at the Convenience Store.
Place Equipment tiles by type, Gas Can tokens and Exit tile stacks near the board.
