If I pass an action or take only part of it, can I draw an Action card? Official

No. Fabio Lopiano, the game's designer, confirms that you draw a card only when an action is impossible. Choosing to skip or partially complete an action does not earn compensation. The active player may draw at most one card for impossible actions during their turn.

Can I use an Action card drawn for an impossible action to take that same action after all? Official

No. Declare which action is impossible before drawing the card; the card cannot be used to perform an action you have already skipped. Fabio Lopiano, the game's designer, confirms this timing.

Must I deliver the maximum number of cloth cubes allowed by a Ship or Transport action? Official

No. You may send fewer cubes, including none. Skipping or partially completing an action does not give you an Action card. Fabio Lopiano, the game's designer, confirms this.
