Shared boards and supplies

Place the Main Board and Round Aid Board. Set the Round Marker to 1, and put the 36 Skill Tiles in 12 stacks of three on their matching spaces. Put all Terrain and Special Terrain Tiles, Road Tokens, Diamonds, Action Discs and Resource Cubes in the Common Supply; it is unlimited.
Shuffle Standard and Pass Round Aid Tiles separately. Reveal 2 Standard and 3 Pass tiles on the matching Round Aid Board spaces.
Shuffle the 207 Citizen Cards into one face-down Citizen Deck. Put the four Additional Action Tiles face down on the matching Round Track spaces; two are revealed at the start of Round 2 and two at the start of Round 3.

Solo mode

Use the 2-player setup and choose your own character normally. Do not use Milestone or Final Scoring Tiles. Set out Mio’s Round Aid Tokens and the two solo decks: eight cards marked A and eight marked B. Mio has no player board, resources or victory points.

Each player

In counterclockwise order from the player to the start player’s right, choose one Character Board and one Map Board. Insert the Character Board into a Planning Board and place the Industry Development Board nearby. Use the same Map Board side for everyone in a first game; Side A is the shared introductory side.
Take all pieces of one colour and place each Property, Cookie Rabbit, Industry, Food, Income, Prosperity, score and Round Aid marker on its printed starting space. Place the Carriage on space 1 of the Industry Track; keep the Locomotive nearby until its ability places it. Place the two Wood Discount Tiles on their spaces.
Take the Gold, Wheat, Wood, Iron and Diamonds shown in your Character Board’s Starting Resources area. Income markers begin on the white-outlined spaces of the four Income Tracks. The Carriage is the orange Industry Marker; the Locomotive is green.
In the same counterclockwise selection order, place each Round Aid Token on an unoccupied space of the Round Aid Board.
