Can I place a Terrain Tile anywhere on my Map Board?

No. Choose an empty hex matching the tile type and adjacent to a Capital Hex or a Terrain Tile already on your map. Special Terrain Hexes require a Special Terrain Tile. A tile flips when a Road Token touches one of its edges.

What makes a group of Properties a City?

At least three different Property Token types must be continuously adjacent. A Clock Tower counts as a type; Cookie Rabbits do not. Connecting two Cities merges them into one, which can reduce City Points at passing.

Does an automated Citizen Card resolve its Immediate Ability?
