First game

Tier 1 cards in draw pile: 40
Tier 2 cards in draw pile: 24
Tier 3 cards in draw pile: 18
Civic Tokens in supply: 10

Shared area

Sort the double-sided cards into three tiers by the dots on their Building sides. Shuffle each tier Resource side up, remove the player-count amounts, and return those cards to the box.
Stack Tier 3, then Tier 2, then Tier 1 on top. This is the draw pile.
Deal 16 cards Resource side up into a 4×4 market, filling left to right, top to bottom.
Shuffle Civic Tokens face down, reveal 10, and leave them visible in a supply.

Each player

Shuffle the Ingenuity Starting Cards, including the card with the starting-player symbol; give one to each player.
The player with the starting-player symbol goes first.
