What if there is no legal adjacent pair of Market cards I can take? Official
Draw the top two cards from the Draw Pile. The designer confirmed that this is the fallback; you must still take two cards.

Can I use a permanent resource from a Building I construct this turn? Official
No. Permanent resources on a new Building are available starting on a later turn. The designer confirmed the rulebook's example means “previously constructed” on an earlier turn.

How do the solo Market markers move? Official
Advance the top marker one space right after each AI draft. Only when it wraps past the right edge do you return it to the first column and move the side marker down one row; the side marker wraps to the top after the last row. The designer confirmed that the markers do not both advance every turn.

What happens on a tie against the solo AI?
The rulebook gives a tie-breaker for multiplayer but none for solo. In the Rules forum, the designer noted that they could not find a solo tie-breaker in the rules; no official tie rule was supplied. Treat this as unresolved rather than applying the multiplayer tie-breaker automatically.

How does a Civic Token showing multiple resource types score? Official
It scores the printed points for each complete set of the shown permanent resources. For example, a 3-point token showing Community and Energy scores 6 if your City has two of each. The designer confirmed the set interpretation.

Can the same permanent resource count for more than one Civic Token?
Yes. A permanent resource can score for every Civic Token whose condition it meets; it is not assigned to only one token.

What do the four Kickstarter Civic Tokens score?
They reward Buildings without points or a Civic symbol, having at least four Buildings that provide a given permanent resource type, unspent Resource cards, or the number of Civic Tokens you own. Their printed values are 1 point for each matching Building, 4 per qualifying resource type, 1 per leftover Resource card, and 2 per Civic Token, respectively.
