Nippon: Genro
The work in progress v0.89 expansion: common setup, Loyalty, five Genro boards, and solo changes.
Short tag: [Genro]
This page follows the work in progress version 0.89 rules. The expansion is still a draft; confirm the final rules when a published edition becomes available.
What Genro adds
Genro replaces the Local Markets action with a shared political system. The expansion includes two Loyalty boards, 48 Loyalty tokens, a main-board overlay, and separate components for five Genro. Choose two Genro for a game; their ongoing penalties and bonuses change the economic puzzle.

Setup changes
- Randomly determine the first player.
- Cover the Local Markets action on the main board with the Genro overlay.
- Choose two different Genro, by agreement or at random. The draft recommends Legislator and Regulator for a first Genro game.
- Put the selected Genro boards beside the main board and a Loyalty board to the left of each. For 2 players, use both 3-row sides; for 3 players, one 3-row and one 4-row side; for 4 players, both 4-row sides. Solo follows the 2-player setup.
- Each player takes 12 Loyalty tokens in their color. Set up the selected Genro boards, then continue with the base-game starting conditions. Do not choose the first player again.
Shared Loyalty rules
The penalties on the selected Genro apply as described on each board. On a Local Markets activation, you may gain that Genro’s approval by taking a Loyalty token from its board and paying the shown cost. Place the token in your supply. After the action, interact with each Genro as many times as your accumulated tokens on its Loyalty board; resolve the matching effect for each interaction.
At each Period end, after base-game Influence scoring, resolve Loyalty scoring for each Genro. Compare each player’s Loyalty total, then the Overseas Companies total when Exporter is present. Follow the draft’s tie and reward steps on the boards; board symbols carry the printed rewards, so this page does not restate values that depend on unreadable icons.
The five Genro boards
Legislator
The Legislator moves a shared bonus marker among base-game actions. Its location changes the reward and penalty attached to the affected action. The board specifies the per-round movement: two spaces in a 2-player game and one in a 3- or 4-player game. Apply the current marker position when resolving that action.
Enlightener
The Enlightener uses progress tracks and a set of reform tiles. Advancing the markers can move a tile across its threshold, changing which bonus or penalty is active. Resolve the current track and tile effects as shown on the board; the expansion has basic and advanced tile options.
Lawkeeper
The Lawkeeper adds a Discontent board and striker tokens. Its effects can reduce Department bonuses at Consolidation. Players can buy bonus tiles that cover spaces on the board; moving a striker changes the current pressure and the board’s refill cycle.
Regulator
The Regulator adds threshold tracks, bonus and queue tiles, and a restriction token that blocks upper Worker spaces. The current threshold also changes the action bonus by Goods type. Advance the tracks at round end as directed by the board.
Exporter
The Exporter adds special Goods, storage, special Contracts, and an Overseas Companies Loyalty track. The Mining level gates access to its special goods. Its Investment and Contracts action uses the Exporter board’s costs and effects; after Consolidation, apply its listed penalty.
Solo with Genro
Set up Genro as a 2-player game, then follow the base solo rules. Add one set-aside Automa Worker beside each Loyalty board. When the solo rules direct the Automa to use Local Markets, use the Genro approval and Loyalty rules, including the selected Genro board effects.
Changes to scoring
Resolve base-game Influence scoring first, then score Loyalty for each selected Genro at the end of each Period. The Exporter adds a separate Overseas Companies Loyalty comparison. The exact points and rewards are printed on the draft boards and tiles; use those components during play.
