Shared board and supplies

Place both boards centrally. Shuffle the Local Market tiles and place one face up in Huguang, Jiangxi and Nanzhili for 2 players; in Huguang, Jiangxi and Zhejiang for 3; or in all four provinces for 4. Set the unused province aside.
Shuffle the Asia-bound Ships, return 4 / 2 / 0 to the box for 2 / 3 / 4 players without revealing them, then reveal ships equal to the player count for the Port. Shuffle all remaining Asia and Europe Ships together face down; reveal two for the Open Sea.
Set aside the five Maize tiles. Mix the remaining Crop tiles in the bag and reveal one on each of the six Crop display spaces; return the Maize tiles to the bag. Shuffle Silk Road Caravans and reveal one per player. Set the Exchange marker to 2.
Place Wood, Stone, Yínzi, Sapeques and Misfortune tiles beside the board. Randomize the initial turn order and place each Merchant on its numbered Turn Order space.

Each merchant family

Each player takes a Player board, Merchant, 23 Overseers, 18 Peasants, two Ambassadors, 10 Goods tokens and 12 Order cards in one color. Return unused colors’ pieces to the box. Shuffle your Order deck; reveal three cards and place the indicated Overseers on each. Take one Wood or Stone, four Sapeques, a Player Aid and a Corruption Rules Aid. Put one Ambassador at 1 Transport Capacity and the other on the Ship icon of the Negotiation track.
Return Workshop tiles for unused player colors to the box. Shuffle the remaining Workshops and reveal tiles equal to the player count. In reverse turn order, choose one and place it over exactly three empty Field spaces in any province; do not cover Salt Mines or other Workshops. Put one of your Overseers on its marker space. Workshop color need not match your player color. Reveal a new set equal to the player count.

Optional natural-disaster module

Optional: use the Natural Disasters rule. Disaster icons on displayed Silk Road Caravans will trigger their effects in the Regulation phase.
