The board

Put the game board in the middle of the table. The right-hand part is the map of Europe.
Make a general supply of Resource tokens (Gold, Food, Wool, Stone, Iron) and the Action Point counters.
Put the Action Wheel on its space in the top-left corner, each numbered segment lined up with one Action.
Optional: shuffle the 6 Action tiles and put one at random on each space around the Action Wheel (or leave them in the box).
[Silver] Lay the overlay with the new King track and Action Wheels on the board.
Sort the Bonus, Contract and Character tiles by type. Remove every tile marked “3+” or “4”.
[Silver] Add the new Character, Bonus and Fair tiles to their pools, and remove the King track Fair tile.
Shuffle the Bonus tiles face down. Put one face up on each of the 6 Actions of the wheel, one beside the King track and one on each Bonus tile space of the map except those marked “3+” or “4”.
Shuffle the Contract tiles into a face-down pile and lay 5 face up on the Contract offer.
Shuffle the Character tiles into a face-down pile and lay 5 face up on the Character offer.
Put one Construction Cost tile at random under each Cathedral. Stack each Cathedral’s tiles lowest value at the bottom, on its space. The Town with the “unavailable” cost tile has no Cathedral this game: return its tiles to the box.
Shuffle the Town tiles and the Fair tiles; put 3 Town tiles and 4 Fair tiles in their spaces next to the printed Tiletum Town tile. Return the rest.
Put the Fair Order tiles in the four Fair Towns as a reminder of their order.
Shuffle the 6 Corruption tokens face down and put 3 on the Turn track, still face down.
[Silver] Put the 3 Underground maps beside the board, each on a random side (A sides for your first expansion game).
[Silver] Remove every tile marked “3+” or “4” among the Underground Bonus tiles, shuffle them and fill the Bonus tile spaces of the Underground maps.

Solo: the Cardinalbot

The Cardinalbot plays the other colour of a 2-player game with its own board (the back of a player board) and all that colour’s pieces.
Its Bonus Action Point markers go on its five Buildings, left to right: +1, +1, +2, +2, +3.
Its markers: “+3” on the King track, first on the Turn Order track, 10 on the score track.
Shuffle the 8 Challenge cards and put 1 (easy), 3 (normal) or 5 (hard) in play beside its board.
Set two unused dice apart as the Cardinalbot dice.
All 7 of its Pillars and 7 Houses are in its supply (one House already in Tiletum).
Lay out in a row: the Decree cards of the 4 Fair tiles in Fair order, then Everlasting Fame, then Worldly Riches.
Put its Merchant on a random unused Town tile’s Town and its Architect in the Town with the unavailable-Cathedral cost tile.
A Merchant of an unused colour is the Cardinalbot pawn: put it on the leftmost Decree card.
[Silver] Swap in the expansion Decrees and Challenges, use Houses of Destiny or Pillars of History instead of Everlasting Fame, shuffle the King’s Surprise deck, and give it a Prospector and a Mine on the starting map (no Technology markers). Hard: also 1 Silver and 30 points.

Each player

Choose a first player and give them the Compass Rose marker; turn order runs clockwise.
Choose a colour; take its player board.
Put your 3 markers on space 10 of the score track, on the “0” space of the King track (the first player’s marker at the bottom of the stack, the last player’s on top) and on the Turn Order track in turn order.
Put your Merchant and Architect next to Tiletum on the map.
Houses: 5 on the roof spaces of your board, 1 in Tiletum, 2 in your supply.
Pillars: 5 on the first five Contract spaces of your board (left to right), 2 in your supply.
Keep your 5 Bonus Action Point markers beside your board.

Put the game board in the middle of the table. The right-hand part is the map of Europe.
Make a general supply of Resource tokens (Gold, Food, Wool, Stone, Iron) and the Action Point counters.
Put the Action Wheel on its space in the top-left corner, each numbered segment lined up with one Action.
Optional: shuffle the 6 Action tiles and put one at random on each space around the Action Wheel (or leave them in the box).
[Silver] Lay the overlay with the new King track and Action Wheels on the board.
Sort the Bonus, Contract and Character tiles by type. Use every tile.
[Silver] Add the new Character, Bonus and Fair tiles to their pools, and remove the King track Fair tile.
Shuffle the Bonus tiles face down. Put one face up on each of the 6 Actions of the wheel, one beside the King track and one on each Bonus tile space of the map.
Shuffle the Contract tiles into a face-down pile and lay 5 face up on the Contract offer.
Shuffle the Character tiles into a face-down pile and lay 5 face up on the Character offer.
Put one Construction Cost tile at random under each Cathedral. Stack each Cathedral’s tiles lowest value at the bottom, on its space. The Town with the “unavailable” cost tile has no Cathedral this game: return its tiles to the box.
Shuffle the Town tiles and the Fair tiles; put 3 Town tiles and 4 Fair tiles in their spaces next to the printed Tiletum Town tile. Return the rest.
Put the Fair Order tiles in the four Fair Towns as a reminder of their order.
Shuffle the 6 Corruption tokens face down and put 3 on the Turn track, still face down.
[Silver] Put the 3 Underground maps beside the board, each on a random side (A sides for your first expansion game).
[Silver] Use every tile among the Underground Bonus tiles, shuffle them and fill the Bonus tile spaces of the Underground maps.
[Silver] Shuffle the Silver and the Gold Construction Cost tiles apart and put the matching kind under each Underground Cathedral. Stack the Underground Cathedral tiles of the maps in play, lowest on the bottom.
[Silver] Put the Technology board out with 3 random Technology tiles (first expansion game: Architect, Joker, Character). With the Resource Technology, put the 4 Resource Bonus tiles on its lowest step.
[Silver] Put the Silver tokens and the “X” tiles in the supply.
[Silver] Put the Scoring overlay on the board’s scoring reminder, random side up.

Each player

Choose a first player and give them the Compass Rose marker; turn order runs clockwise.
Choose a colour; take its player board.
Put your 3 markers on space 10 of the score track, on the “0” space of the King track (the first player’s marker at the bottom of the stack, the last player’s on top) and on the Turn Order track in turn order.
Put your Merchant and Architect next to Tiletum on the map.
Houses: 5 on the roof spaces of your board, 1 in Tiletum, 2 in your supply.
Pillars: 5 on the first five Contract spaces of your board (left to right), 2 in your supply.
Keep your 5 Bonus Action Point markers beside your board.
Each player takes 1 Iron, 1 Wool, 1 Stone and 1 Food, plus Gold by seat: 1 / 3 / 5 / 6 for the 1st, 2nd, 3rd and 4th player.
[Start] With the Starting cards promo, skip the step above: players take 1 / 2 / 3 / 4 Gold by seat, then from the last player counterclockwise each picks one of the 4 Starting cards and takes what it shows.
[Silver] Every player except the first takes 1 Silver, and the new pieces of their colour.
[Silver] Put a Technology marker on the darker start space beside each Technology tile.
[Silver] Put 1 Prospector and 1 Mine on the starting Underground map (the one with the yellow circle and no cost); keep your other 2 Prospectors in your supply.
[Silver] Put 2 Mines in your personal supply.
[Silver] Put your other 3 Mines beside the King track.
[Silver] Put the extra Pillar on the last Contract space of your board.
[Silver] Take an unused Technology tile face down beside your board: its back tracks your Bonus Action Points. Without the Character Technology, return the new +3/+4 markers.
