Does the player who played a Diamond continue drawing in the clockwise cycle? Official

Yes. The active player draws first, then the table continues clockwise including that player. For example, with a 5-value Diamond in a four-player game and room in every hand, the active player draws twice and each other player once.

Are Jesters used in a two-player game? Official

No. Two-player games use no Jesters. In three- and four-player games, include the player-count number specified by setup; in solo play, set both aside for their reset effect.
