Can one construction action build multiple Offices, Drills or Turbines if I can pay for them? Official
No. A construction action builds one piece of the named type. A separate effect may grant another construction, but it does not change the limit of the action itself. Publisher confirmed by BGGCranioCreations and designer neroneilnero.

May I copy an Action tile with no opponent worker on it?
The rulebook says to copy any Action tile not occupied by one of your own workers. That wording allows an unoccupied tile. Copying still costs one Progress and gives one Progress to an opponent occupying the chosen tile; if nobody occupies it, no opponent receives Progress.
